North Yorkshire local plan and “call for sites”

On 1st April 2023, North Yorkshire County Council and seven district and borough councils in North Yorkshire became one unitary authority – North Yorkshire Council.

The newly formed council has a duty to prepare and adopt a local plan for the area the new North Yorkshire Council covers. When adopted, this will replace the existing local plans for the former district authority areas. The North Yorkshire Local Plan will set out where development will take place across the county over the next 15 to 20 years. It will also set out policies and strategies that planning applications will be considered against. This does not include the two national parks which have their own development plans.

North Yorkshire Council’s executive member for open to business, Cllr Derek Bastiman, recently said: “The local plan is the primary document we will use to guide decisions on future development proposals in North Yorkshire, ensure we can maximise the right opportunities for the county and address the diverse needs of our communities.”

“The plan has to be developed in consultation with local people, so it’s important that we have an easy and accountable way of engaging directly with as many residents as possible. Anyone with an interest in what, where, when and how development could take place in the county during the next two decades is encouraged to register their details on the portal.

Adopted by 2028

”The new local plan for North Yorkshire is supposed to be adopted by 2028. The first stage of the plans creation will be a consultation on a new Statement of Community Involvement, which sets out how we consult with people on planning, as well as early engagement on the new local plan. This commenced earlier this month (November 2023) and will be followed by a “call for sites” in the new year.

Landowners in North Yorkshire may have already submitted their sites for consideration over the past few years as part of the old individual North Yorkshire Local Plan making process. North Yorkshire Council have stipulated that any landowners who wish for their sites to be considered, must resubmit their sites as part of this process.

A “call for sites” can be an extremely competitive process with potentially thousands of sites being put forward to the Local Authority for consideration.
